 Governance and Finance Committee (Standing Committee)

The Committee consists of all members of Counties Council.  A Chair and ViceChair are elected annually.

The Committee is responsible for making recommendations to Council on issues related to:

· governance;
· Homes for the Aged (Maple View Lodge, St. Lawrence Lodge);
· Corporate Services (finance, municipal information systems, employee related issues);
· awarding of contracts;
· budget and financial reporting;
· establishing tax policies, ratios, and rates; and
· policy development.

The Governance and Finance Committee meets at 9:00 a.m. on the first Thursday of each month in Board Room A, 25 Central Avenue West, Brockville, Ontario.


Public Works Committee (Standing Committee)

The Committee consists of all members of Counties Council. A Chair and ViceChair are elected annually.

The committee is responsible for making recommendations to Council on issues related to:

· the management of roads, equipment and lands owned by the Counties;
· the management and oversight of long range and functional/operational plans;
· forest management;
· the review and approval of subdivision and severance applications; and
· planning, maintenance and capital works associated with maintaining counties-owned buildings.

The Public Works Committee meets at 9:00 a.m. on the first Wednesday of each month in Board Room A, 25 Central Avenue West, Brockville, Ontario.


Joint Services Committee of Leeds and Grenville

The Joint Services Committee of Leeds and Grenville consists of all members of Counties Council, five council members from the City of Brockville and one council member each from the Towns of Gananoque and Prescott.  The Committee is responsible for service levels and budget related to social services, social housing, land ambulance, provincial offences administration and economic development.

The Joint Services Committee meets on the third Wednesday of each month at 9:00 a.m. in Council Chambers, 25 Central Avenue, Brockville.


Community and Social Services Sub-Committee

The purpose of the Community and Social Services Sub-Committee is to receive information, reports, and recommendations related to Community and Social Services programs. The Sub-Committee is responsible for making recommendations to the Joint Services Committee on issues related to service levels and budget for Community and Social Services programs.

The Sub-Committee consists of not less than eight and not more than fifteen members, appointed by the councils of the municipal partners and accepted by resolution of the Joint Services Committee.  Membership includes at least, but is not restricted to five (5) elected members from the United Counties of Leeds and Grenville, two (2) elected members from the City of Brockville, and one (1) elected member each from the Towns of Gananoque and Prescott.

The Sub-Committee meets on the first Tuesday of each month at 9:00 a.m. in Board Room A, 25 Central Avenue, Brockville.


Land Ambulance Sub-Committee

The Land Ambulance Sub-Committee consists of seven members of Counties Council, three council members from the City of Brockville and one council member each from the Towns of Gananoque and Prescott.  The Committee is responsible for making recommendations to the Joint Services Committee on issues related to service levels and budget for the delivery of a primary care ambulance service.

The Sub-Committee meets on the first Tuesday of each month at 9:00 a.m. in Board Room A, 25 Central Avenue, Brockville.


Provincial Offences (POA) Sub-Committee

The Provincial Offences (POA) Sub-Committee consists of three (3) members of Counties Council, one (1) council member each from the City of Brockville and the Towns of Gananoque and Prescott.  The Committee is responsible for making recommendations to the Joint Services Committee on issues related to service levels and budget for the collection of fines under the Provincial Offences Act and Court Administration.  The Sub-Committee may act as a panel under the Provincial Offences Act for dispute resolution.

The POA Sub-Committee meets on the first Tuesday of every month at the call of the Chair.


Best Start Network

The Best Start Network of Leeds & Grenville is comprised of approximately 30 individuals representing parents, three school boards, child care operators, the health unit, Counties as child care system manager, a range of service providers, community health centers, and elected officials. Ad hoc working groups are struck as required to complete a task. 

The Best Start Network is about ensuring that young children are offered the opportunity for healthy development and the best start in life.  It not only involves the expansion of quality and affordable child care, but further supports parents and children from birth to school entry through the effective use of resources and services across the community.

As of September 2006, Best Start Leeds & Grenville has supported the creation of over 200 new licensed child care spaces for children from birth to 6 years of age, throughout the Counties of Leeds & Grenville, including a francophone child care among these.  Over the coming months the Best Start Network will shift its focus to planning for Children's Services integration.  The Network will be setting priorities and identifying strategies in this regard for inclusion in the 2007-2008 Community Plan.

The full Network meets the second Thursday of the month, or at the call of the Chair.


St. Lawrence Lodge Committee of Management

St. Lawrence Lodge is a two hundred and twenty-four (224) bed, long-term care facility jointly owned and operated by the City of Brockville, the Towns of Gananoque and Prescott and the United Counties.  Counties Council appoints three council members to the St. Lawrence Lodge Committee of Management which operates jointly with council members from the City of Brockville and the Towns of Gananoque and Prescott.

The Committee meets on the fourth Tuesday of each month at 9:00 a.m. at St. Lawrence Lodge.


Leeds
, Grenville & Lanark District Board of Health

The Leeds, Grenville & Lanark District Board of Health oversees the delivery of health programs and services required by the Health Protection and Promotion Act.  Counties Council appoints two council members to the Board of Health, which operates jointly with council members from Brockville, Gananoque and Prescott, the County of Lanark, the Town of Smiths Falls and provincial representatives.

The Board of Health meets on the third Thursday of each month at 6:30 p.m. at the Health Unit, 458 Laurier Blvd., Brockville.


9-1-1 Board of Management

The Warden represents Counties Council on the 9-1-1 Board of Management which operates jointly with one council member from Brockville and one council member from Prescott.  The Board is supported by the CAOs of the three municipalities along with representatives from the Ontario Provincial Police, emergency service providers and Bell Canada.  The purpose of the 9-1-1 Management Board is to make operational decisions and to establish and enforce policy for the management and administration of the 9-1-1 system.

The Board meets, as required.

The Technical Advisory Group is a committee of staff persons appointed by councils of the Counties, Brockville and Prescott which reports to the 9-1-1 Board of Management.  The Committee provides technical advice and makes recommendations to the Board regarding the operation of and improvements or expansion to the 9-1-1 system.

The Technical Advisory Group meets, as required.


Land Division Committee

The Land Division Committee is a quasi judicial body consisting of five (5) members appointed by Counties Council, for the term of Council.  The Committee's decisions on consent applications are guided by the Provincial Policy Statement, planning principles and local planning policies.

The Committee generally meets twice monthly on alternate Wednesdays beginning at 1:30 p.m. in Board Room A, 25 Central Avenue, Brockville.


The Leeds and Grenville Accessibility Advisory Committee (AAC)

The Accessibility Advisory Committee is a statutory committee with an advisory and consultative role.  The AAC provides input to the Accessibility Working Group, completes an annual review of the Accessibility Plan and provides advice to Counties Council regarding preparation, implementation and effectiveness of the Accessibility Plan. 

The AAC is comprised of members of the public who have an interest in accessibility for individuals with disabilities.  The Committee is assisted by Counties staff.

The Committee meets monthly at 10:00 a.m. in Board Room A, 25 Central Avenue, Brockville.
