The Provincial Offences Panel is a sub-committee of the Leeds and Grenville Joint Services Committee. The Panel consists of members from each member municipality of the Joint Services Committee (Counties, Brockville, Gananoque and Prescott) and are appointed annually.

The Panel meets on an as need basis, whose main function is to review and recommend for approval by the Joint Services Committee annual budget estimates. The Panel also will serve over the resolution of the dispute process; if any of the municipal partners dispute the revenue sharing formula negotiated between the partners.

The Provincial Offences Panel (or any elected official) cannot interfere with the justice system and is governed by a Conflict of Interest By-Law that states "the entire justice process, from the laying of charges through to final disposition or appeals shall continue to operate independently and free from political intervention".
