DECEMBER 12, 2007 - ELECTION OF 2008 WARDEN At the Inaugual Meeting held on December 12, 2007, Councillor Jim Pickard was elected as Warden for the 2008 term. Councillor Pickard is the Mayor of the Township of Elizabethtown-Kitley and he will be the 44th Warden to hold this honour in the United Counties of Leeds and Grenville.

At a meeting held earlier today, the Governance and Finance Committee adopted a report which sets-out the framework for a sweeping review of how the Counties conducts its business. The report, which was prepared by the Counties Chief Administrative Officer, will be forwarded to both Counties Council and the Joint Services Committee for ratification later this month.
This review responds to budgetary and financial challenges the Counties and its municipal partners, the Separated City of Brockville and the Separated Towns of Gananoque and Prescott, have experienced over the last five years.
The reports calls for the establishment of a "Service Review Committee" that will be comprised of all members of the Counties Governance and Finance Committee whose mandate would be to critically examine each line of strictly Counties business (e.g. Roads and Maple View Lodge). The Committee is to be expanded to include representation from the Joint Services Committee to examine these services that are shared with the City of Brockville and the Towns of Gananoque and Prescott (e.g. Community and Social Services and Land Ambulance). This Committee will oversee the process and review each business line in each Division for efficiency, effectiveness, usefulness, and sustainability. According to Warden Struthers, "This is not strictly a cost cutting or service level redirection exercise; we also intend to look at how the Counties can improve service delivery by establishing outcomes and benchmarks for each service area that meets the needs of our communities without further impacting the tax base."
The first task of this Committee will be to confirm which services will be reviewed first and develop a public consultation plan. This Committee will report its findings and make recommendations to Counties Council, either directly or through the Joint Services Committee. "We are counting on the commitment and expertise of all of our municipal partners to ensure the full success of this critical initiative", says the Chair of the Joint Services Committee, Reeve Mark Pergunas.
The report recommends that the review process be conducted in phases. Phase 1 will focus on those services that have the highest impact on the tax base and where the greatest opportunities to find cost-savings lie. The results of this phase will be incorporated into the 2006 annual budget exercise. Phase 2, which will involve a review of those services that have a lesser impact on the tax base, will be conducted throughout 2006. "As our basket of highly discretionary services is quite small and the impact on the levy is marginal, the most productive and effective approach is to focus on those services where cost-savings or improvements can be achieved", says the Counties Chief Administrative Officer, Stephen J. Fournier.
