 Road Maintenance Standards
 

Objective
The United Counties of Leeds and Grenville seeks to provide County Roads maintenance services in the manner and at levels that are appropriate for the use of each particular class of road.

This policy sets out the minimum standards of repair and maintenance for the purpose of subsection 284 (1.4) of the Municipal Act.

The minimum (maximum) standard will be achieved by the County Roads Department 100% of the time and the desirable standard shall be achieved at least 75% of the time.

Policy
For the purposes of this policy,

"Average Annual Daily Traffic (AADT)" means the estimated average daily traffic based on the average of three traffic counts, one taken in each of spring, summer and fall within a period of twelve months;

"Class" means the Class of roadway as indicated by Table 1, based on AADT and speed limit;

"cm" means centimetres;

"day" means a twenty four (24) hour period;

"motor vehicle" has the same meaning as in subsection 1(1) of the Highway Traffic Act, except that it does not include a motor assisted bicycle;

"non paved surface" means a surface that is not a paved surface;

"paved surface" means a surface with a wearing layer or layers of asphalt, concrete or asphalt emulsion;
"roadway" has the same meaning as in subsection 1(1) of the Highway Traffic Act;

"shoulder" means the portion of a, highway that provides lateral support to the roadway and that may accommodate stopped motor vehicles and emergency use;

"snow accumulation" means the natural accumulation of new fallen snow or wind blown snow that covers more than half a lane width of a roadway.

"surface" means the top of a roadway or shoulder.

Service Standard 1 - Routine Patrolling
Routine patrolling shall be carried out by driving on or by electronically monitoring the highway, according to the frequencies listed in Table 2, to check for conditions described in this policy.

In winter, patrolling of a representative sample of the road system may be sufficient to identify anticipated problem areas.

Service Standard 2 - Snow Accumulation
During the period that a winter storm is causing snow to accumulate, the Roads Department shall deploy winter maintenance forces to clear the snow as soon as practicable after becoming aware of the fact that the snow accumulation on a roadway is greater that the depth set out in Table 3.

After the accumulation of snow has ended, and after becoming aware that the snow accumulation is greater than the depth set out in Table 3, the Roads Department shall deploy winter maintenance forces to clear the snow accumulation such that the depth is less than or equal to the depth set out in Table 3.

Service Standard 3 - Icy Roadways
The Roads Department shall,

(a) deploy winter maintenance forces to treat an icy roadway as soon as practicable after becoming aware that the roadway is icy; and

(b) treat the icy roadway within the time set out in Table 4 after becoming aware that the roadway is icy.
